It's initialy set to 3.
If you set it to 1, something interesting happens.
The door to the outside opens.
It's a device to allow the exiles to come and go: it's set to 3, so that if they're all on the scale together, the door will open for them.
If you set it to 1, you can open the outside door just by stepping on the scale.
XXX - You might think that it's a power distribution center, and the different settings somehow activate one area or another. Try to write the hints so as to suggest, but then dispel this notion.
